Feature Request: Change scroll bar color when buffer is scrolled

 
Hi,

Is it possible to add the feature: Change scroll bar color when buffer is scrolled

When "Scroll to bottom when terminal input/output" is unchecked, this is useful to remind me potentially something is outputing to the bottom.

How about doing something like this. Instead of coloring the scroll bar, we can add a colored bar on the bottom of the terminal screen to indicate that there is new information on the bottom. This is an image prototype. The final feature might look different from this.
