Why XShell used CR as newline character when telnet

Why XShell used CR as newline character when telnet

 
Hi, When I tried to telnet some remote host, but the surprise thing is that it did nothing when I type 'Enter' key.
Then I captured the packets, and found it just send '0x0d' when I type 'Enter'.

As I known, Most textual Internet protocols mandate the use of ASCII CR+LF (0x0D 0x0A) on the protocol level, of course, it also recommend that tolerant applications recognize lone LF as well.

However, why used 'CR' here?
