ssh shell
shift + page up/down doesn't scroll

Generally well know feature from shell. Cannot live without it.

This feature should work in version 4. We have tested on various Windows settings, but we couldn't duplicate the problem.

Could you tell us the following information?

1. If you have edited the keyboard map. Try resetting it. You can do so at Tools > Options > Keyboard and mouse tab and then click the Reset button.

Did this solution fix the problem?

2. What do you get when you press "Ctrl+Pgup/Pgdown" on terminal?

You are definetly right. After reset the keybinding to default. It works.
The reason I changed it is that in "emacs -nw" xsheel took away my emacs keybinding.

Not really.
end key, shift - right/left doesn't work in my emacs -nw.
I am using xterm.

We are planning on making the keyboard shortcut for quick commands user editable. Please check the Xshell update history for this update.
