How can I get XManager to treat wheel mouse input as cursor keys?

How can I get XManager to treat wheel mouse input as cursor keys?

 
I use mostly xterm and Xemacs from a RedHat 5.2 linux platform. I'd really like to use the wheel button on the mouse for it's intended purpose for X applications just like I do under windows. Does anyone know how to get this to work?

I use Xemacs and tried loading the mwheel.el package with out any luck. Xmanager still treats the wheel button as button 3.

Xmanager 1.3.9 supports mouse wheel and it generates button 4 & 5 events for the up and down of mouse wheel.

You can verify the button events using "xev" program on Linux box.
If Xmanager generate button 3 for the wheel movement, please let us know it.
